Introduction of BRICS Skills Standardization Working Committee

In order to better promote the "Joint Declaration on Standards Regulatory Cooperation" issued by the BRICS Business Council in 2017, to implement the five Deliverables of the skills development working group in the 2022 annual report, BRICS Skills Standardization Working Committee (referred to as“BSSWC”) was formally established by BRICS Business Council Skills Development Working Groups (referred to as “BBC SDWGs”) on December 12, 2022 under this framework. As one of the five Deliverables, BSSWC has been reviewed at the BRICS Business Council Annual Meeting in June 2022, written into the annual report, and submitted to the leaders of the five countries, and has been fully recognized among the BRICS countries; during the 15th BRICS Leaders’ Meeting (BRICS Summit in South Africa) in August 2023, the“Charter of the BRICS Skills Standardization Working Committee” (referred to as the “Charter”) was recognized and approved by the BBC SDWGs. Led by BBC SDWGs and witnessed by the leaders of BBC SDWGs in BRICS countries, the Charter was signed and agreed to be implemented.

BSSWC is committed to promoting the future skills standardization work of BRICS countries. It is responsible for coordinating and planning the curriculum development and standard formulation and revision that BBC SDWGs have reached consensus on, and issuing "skills certificates"; formulating group skills standards jointly recognized by BRICS countries and promoting standard coordination and unification, in order to effectively develop future skills curricula, solve the current bottleneck of skills training, and jointly cultivate future skilled talents in BRICS countries; through mutual recognition of standards, curricula and credits etc., lay the foundation for exchange study of the international students among BRICS countries.

In 2023, the BRICS cooperation mechanism has shown unprecedented vitality and expandability, and the number of member states has increased to 11. Standardization work is considered an effective opportunity to deepen BRICS partnerships and tap cooperation potential. Taking this opportunity, BSSWC will continue to deepen standardization work, develop and build the BRICS international group standards website, promote the development of various curricula and resources, and implement "Skills Passport" plan to promote the formation of skills certification systems for BRICS and Belt & Road countries.
